I have perused Mr. Hammond's letter to Mr. Merivale in which, by the Earl of Malmesbury's directions the Order in Council was forwarded to the Colonial Office and Sir Edward Bulwer Lytton's attention called to the sections of the Order in Council above referred to, and the suggestion as to the expediency of an Ordinance here to meet the requirements of those sections.
I have considered the matter with reference to the questions both of necessity and of expediency. As similar causes exist in the Order in Council of the 13th June 1853 under which
